Group by what people came looking for, not by subsystem.

The prompt

Organise these settings into groups someone could navigate without reading every
label:

Group by the question a user arrived with, not by which part of the code owns the
setting. Give each group a heading of at most three words. Anything that does not
fit a group is a signal — say whether it belongs elsewhere, or should not be a
setting at all.

Name the two settings most people will look for first and say where they should sit.
